BACKGROUND INFORMATION

On behalf of the Tanzania Civil Aviation Authority (TCAA), the Public Service Recruitment Secretariat (PSRS) invites dynamic, proactive, experienced, and suitable qualified Tanzanians to fill nine (9) vacant posts mentioned below.

TANZANIA CIVIL AVIATION AUTHORITY (TCAA)

Tanzania Civil Aviation Authority (TCAA) was established by the enactment of the Tanzania Civil Aviation Authority Act 2003 Cap 80 (R.E 2006) to regulate the Civil Aviation Industry in the United Republic of Tanzania to ensure the effective implementation of Standards and Recommended Practices (SARPs) as provided for in the Annexes of the International Civil Aviation Organization (ICAO). The Authority is also responsible for the economic regulation of persons and institutions that provide air transport and aeronautical airport services. Additionally, the Authority provides air navigation services in the United Republic of Tanzania and the upper spaces of Rwanda and Burundi.

JOB TITLE: AERODROME AND GROUND AIDS DEVELOPMENTAL INSPECTOR (CIVIL)- 2 POSTS

REPORTS TO: CHIEF AERODROMES AND GROUND AIDS INSPECTOR

DUTY STATION: TCAA HEAD OFFICE – DAR ES SALAAM

DUTIES AND RESPONSIBILITIES

  1. To conduct guided safety oversight of airports, including certification and licensing of aerodromes;
  2. To  assist  in the assessment  of  applications  for  the  initial  and  renewal  of  the Aerodrome

certificates and licenses, and

  1. To perform any other related duties as may be assigned by the immediate Supervisor.

QUALIFICATIONS AND EXPERIENCE

 

Holder of a Bachelor's Degree in Civil Engineering from a recognized institution and registered by the Engineers Registration Board (ERB) as a Professional Engineer with at least 7 (Seven) years of working experience in the field of pavements, buildings, and structures.

 

SALARY SCALE - TCAA SS 9.

JOB TITLE: AIRWORTHINESS DEVELOPMENTAL INSPECTOR (MECHANICAL) – 1 POST

REPORTS TO: CHIEF AIRWORTHINESS INSPECTOR

DUTY STATION: TCAA HEAD OFFICE – DAR ES SALAAM

DUTIES AND RESPONSIBILITIES

AIRWORTHINESS

  1. To assist in the enforcement of regulatory requirements and report deficiencies to the Supervisor;
  2. To assist in accident/incident and complaint investigations;
  3. To assist in the recertification of air operators and Approved Maintenance Organizations;
  4. To assist in the review of manuals (maintenance, flight) and other documents associated with certification requirements of air operators for accuracy and compliance with Civil Aviation Regulations;
  5. To assist in conducting inspections and evaluations of Approved Maintenance Organizations under the supervision of a qualified inspector;
  6. To assist in the evaluation of applications for the issue/renewal of certificates of airworthiness;
  7. To assist in the evaluation of applications for AME license issue/extension applications by procedures in Airworthiness Orders as specified in the Civil Aviation (Personnel Licensing) Regulations and Annex 1 to ICAO convention;
  8. To assist in carrying out continuous programmed surveillance of aircraft operations, air operators, and approved maintenance organizations and make appropriate recommendations to the Supervisor;
  9. To assist in carrying out accident and incident investigations by procedures and
  10. To perform any other related duties as may be assigned by the immediate Supervisor.

JOB TITLE: AIRCRAFT MAINTENANCE PERSONNEL LICENSING

 

  1. To assist in carrying out the processing of applications for licenses, ratings, certificates, and validations in line with standards and procedures ;
  2. To assist in developing and reviewing personnel licensing requirements and Civil Aviation Regulations;
  3. To assist in providing an efficient and secure record system that maintains up-to-date records of licensing and certification actions;

To assist in preparing and reviewing syllabi for license and rating examinations for aircraft maintenance engineers and aviation repair specialists, defining the qualifying conditions and standards;

  1. To assist in preparing and marking examination question papers for licenses and ratings;
  2. To assist in drafting and promulgating examination schedules ;
  3. To assist in verifying foreign licenses for conversion or validations;
  4. To assist in investigating possible violations of legislation and regulation concerning personnel licensing as per set procedures and initiate enforcement actions;
  5. To assist in carrying out processing of applications and base inspections for Approved Training Organizations in line with standards and procedures and
  6. To perform any other related duties as may be assigned by the immediate Supervisor.

QUALIFICATIONS AND EXPERIENCE

  • Hold a bachelor's degree in one of the following fields: Aeronautical, Mechanical or Aircraft Maintenance, or Electrical-Mechanic from a recognized institution. Must have (3) three years of working experience in an aircraft maintenance organization in aircraft maintenance engineering and mechanical engineering.
  • Aeronautical Engineers should possess a basic training certificate in aircraft maintenance engineering and mechanics.

Equivalent professionals should possess a license in Aircraft Maintenance Engineering- Mechanical (Category A or C) with airframe and power plant ratings.

  • Holder of bachelor's degree in one of the following fields:-Electrical, Electronic, or Telecommunication or equivalent academic qualifications from a recognized institution. Must have (3) three years of working experience in an Aircraft Maintenance Organization on Aircraft Maintenance Engineering.
  • Aeronautical engineers should have attended relevant basic training in Aircraft Maintenance Engineering-Avionics.
  • A candidate should possess a Category X or R license, or for equivalent professional qualifications, they should have (B2-Avionics) Aircraft Maintenance Engineer's Licenses with Electrical, Instrument, or Radio ratings.

SALARY SCALE - TCAA SS 10.

JOB TITLE: AIR NAVIGATION TECHNICIAN II – 5 POSTS

REPORTS TO: CHIEF AIR NAVIGATION ENGINEER

DUTY STATION: SONGWE, KILIMANJARO, MWANZA, ZANZIBAR AND DODOMA

DUTIES AND RESPONSIBILITIES

  1. To assist in performing maintenance on CNS/ATM equipment;
  2. To assist in checking signal levels on transmission lines;
  3. To monitor equipment's performance and carry out troubleshooting;
  4. To check, record meter readings, and carry out repair work of noncomplex equipment to maintain or restore service;
  5. To arrange standard test instruments on working benches to facilitate the work and
  6. To perform any other related duties as may be assigned by the immediate Supervisor.

QUALIFICATIONS AND EXPERIENCE

  • Hold a Diploma or FTC in Electronics Engineering, Electronics, and Telecommunications Engineering from a recognized Engineering Institution.
  • An added advantage is a candidate with ICT, mechanics, and electrical engineering knowledge.

SALARY SCALE - TCAA SS 5.
