JOB TITLE: Program Specialist 3

Job Summary:

The School and Community Inclusive Education Specialist builds capacity at the regional level for GoT counterparts to develop and implement inclusive and community engagement initiatives.  

  • Regional Lead for Outcome 3: Increased community support for safe and inclusive learning environments (in and outside of the school)
  • Coordinate with the Teaching and Learning Specialist (TLS) to build the capacity of Regional and Local Government Authority (LGA) staff to support classroom-based inclusion activities – including training and teacher support materials.
  • TLS and MEL officers work with the communication expert to help regional and LGA personnel document and convey program accomplishments, lessons learned, and best practices.  
  • Collaborate with the TLS, MEL officer, and Regional and LGA education offices to collect and share learning data and best practices to help shape the program.  
  • Coordinate with the Grants Under Contract, implementing CSOs to support PTPs and CEMs in developing and implementing Community Action plans that promote safe and inclusive learning environments.
  • Coordinate school-based screening for hearing and vision and referral support and services.
  • Coordinate with the Teaching and Learning Specialist (TLS) to build the capacity of Regional and Local Government Authority (LGA) staff to support out-of-school reading activities – including materials.
  • In collaboration with the TLS and Regional and LGA offices, facilitate Ubongo delivery of reading content to communities.
  • Build the capacity of Regional and LGA staff to develop sustainable strategies for community support for safe and inclusive schools with Parent Teacher Partnership (PTP) action plans incorporating welcoming school concepts. Where appropriate, support eKitabu concerning special needs schools.

 

Qualifications

  • Bachelor's Degree in education, social work or related field with ten years of experience in inclusive education and community engagement. Or a Master's Degree with six years' experience.
  • Experience in coordination and facilitation roles of large donor-fundedBachelor'sd contracts (such as bilateral or multilateral donors)
  • Experience creating an inclusive learning environment through special needs teaMaster's inclusive education provides community mobilization direction and capacity building for improved educational outcomes.
  • Experience in early-grade reading, writing, and arithmetic programs is preferred.
  • Computer skills and mastery of Microsoft Office suite, especially Word and Excel
  • Fluent in English and Kiswahili languages

The Global Health Division (GHD) works on Malaria and Neglected Tropical Diseases; Global Health Security and Public Health Preparedness for noncommunicable Diseases; health systems Strengthening – including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care – including Reproductive, Maternal, and Child Health and Family Planning. We address various public health problems to reduce disparities, lower disease burdens, and build locally-owned sustainable health programs.

Project Description: 

 

RTI International is accepting applications for a Chief of Party position in the USAID-funded Tanzania Malaria Vector Control Activity (MVCA). Under this Activity, USAID | Tanzania will support the Government of Tanzania in its vector control programming, specifically the distribution of long-lasting insecticidal nets, social behaviour change communication, entomological surveillance and operational research. The Activity will also seek to improve private sector engagement and strengthen the linkages between district and community platforms to ensure the population at risk of malaria is protected against malaria by effective vector control interventions.

Position Description:

 

The Chief of Party will provide MVCA technical leadership and managerial oversight, ensure timely implementation and reporting of activities, and be MVCA's senior representative engaging with USAID, the Tanzania Government, and other in-country stakeholders. This position will be based in Dar es Salaam, Tanzania.

This position is contingent upon award and funding. 

 

Responsibilities

 

Your primary MVCA's responsibilities will include but not be limited to:  

  • Provides vision, strategic technical leadership, and managerial direction for the Activity.
  • Bear ultimate responsibility for all MVCA management and operations, including high technical implementation quality, comprehensive performance monitoring, effective subcontractor management, rigorous financial management and cost control, timely technical and financial reporting, and collaborative and productive client relations.
  • Serves as RTI's representative and MVCA liaison to USAID, Government of Tanzania, Ministry of Health, Prime Minister's
  • Office-Regional Administrative and Local Government, President's Office Public Service Management, Ministry of Finance, National Malaria Control ProgrRTI'socal Government Agencies, multilateral and bilateral organizations, NGOs, FBOs, CBOs and commMinister'seholders.
  • Ensures that MVCA activities meet client and president's expectations and that Activity results are proactively disseminated.
  • Responsible for ensuring timely communication with and reporting to USAID.
  • Responsible for addressing contract-related issues, including ensuring that RTI financial controls and systems comply with generally accepted accounting practices that meet USAID standards and that all activity-procured materials and equipment are safeguarded, prudently, and responsibly used.
  • Responsible for the overall planning, implementation, and management of the Activity and establishing the administrative framework to monitor and ensure progress toward achieving MVCA goals and objectives.
  • Develops and implements annual program work and performance milestone plans and negotiates an agreement of those plans with USAID, subcontractors, and other stakeholders.
  • Directly supervises senior technical, operational and administration staff members; oversees all MVCA long- and short-term personnel, ensuring that these abide by RTI HR policies.
  • Represents the project on behalf of RTI in regional or vital global meetings, consultative sessions and conferences.

 

Qualifications

  • Master's Degree in Public Health, Social Science, or related field.
  • Minimum ten years' senior-level experience leading and managing complex African health projects; prior experience as USAID Chief of Party or Deputy Chief of Party preferred.
  • Demonstrated experience providing technical guidance and direction in malaria vector control, years'llance, monitoring and evaluation, and institutional strengthening approaches.
  • Excellent knowledge of national issues impacting malaria vector control/surveillance and demonstrated success in strengthening local government institutions.
  • Demonstrated ability to create and maintain effective working relations with host government entities, key stakeholders, and donors.
  • Ability to foster collaboration, achieve programmatic goals and meet milestones with a proven record of quality results.
  • Demonstrated collaboration with NMCP, ZAMEP and local government institutions to address issues impacting Malaria in Tanzania.
  • Strong knowledge of USAID administrative, management, and reporting procedures and systems and strategic program planning, management, supervision, and budgeting expertise.
  • Strong experience with Microsoft Office applications.
  • Excellent English and Swahili language ability and strong interpersonal, written, and oral presentation and communication skills.
  • Willingness and ability to travel frequently within Tanzania.
