JOB TITLE: Public Health Specialist (Data Quality & Program Improvement Specialist)

Duties

Overview:

 

  • An essential component of the Strategic Information Branch is the Data Quality and Program Improvement Specialist. 
  • The Specialist will work under the supervision of the Monitoring and Evaluation (M&E) team lead to enhance data quality, conduct analyses, and use data for evidence-based programmatic decision-making. 
  • This will help integrate data-driven operations across CDC/PEPFAR and relevant Government of Tanzania initiatives.
  • The successful candidate will support the Ministry of Health and PEPFAR-funded implementing partners with specialist technical advice. 
  • Within the scope of cooperative agreements awarded by the CDC, with a combined budget of more than USD 100 million, this individual will provide comprehensive oversight, including program administration, project implementation, monitoring, and evaluation.

Qualifications and Evaluations

Requirements:

EXPERIENCE: 

  • Five years or more of relevant experience in public health program administration is required. The ideal candidate will have expertise managing and manipulating large-scale databases as well as having a solid grasp of monitoring and assessment methodologies. They will also have a knack for routine data analysis. 
  • Previous work with HIV/AIDS programs or similar health service initiatives is required of incumbents. Collaborating with a USG or UN agency-funded implementing partner is a must. 
  • You need to have worked for a private sector institution, an international organization, or the government of Tanzania for at least two years in development or data work, providing technical support, managing projects, or overseeing them. 
  • Cooperation with a minimum of one implementing partner is required. You must have prior experience with the Management, Assessment, and Reporting systems used by PEPFAR.  

JOB KNOWLEDGE:  

  • Knowledge of development policies, principles, concepts, and practices in relation to public health programs in Tanzania and the region is necessary, as is a thorough comprehension and application of data-driven technical skills, including data manipulation, analysis, use, reporting, and dissemination. An awareness of the cultural, social, political, and economic aspects of Tanzania as well as its development obstacles and available resources. 
  • The Tanzanian government's structure will facilitate better communication and lead to agreement on the direction and execution of programs and projects. 
  • The ability to provide HIV/AIDS prevention and clinical cascade services; familiarity with public and private organizations, particularly faith-based ones. The ideal candidate has extensive training and expertise in MER and has a deep understanding of its methodology and practice. Awareness of the HIV/AIDS situation in Tanzania. It would be helpful if you were familiar with the public health system in Tanzania, as well as its affiliates, funders, and any relevant private sector initiatives.  

 

Education Requirements:

The position is for a master's degree holder with experience in public health, statistics, mathematics, epidemiology, or evaluation and monitoring.

Language: 

English proficiency at the level of level IV is necessary, which includes the ability to read, write, and understand medical terminology.You must have a level IV proficiency in Kiswahili, which means you can read, write, and understand basic medical terminology. We can test this.  

 

SKILLS AND ABILITIES: 

  • You must be able to demonstrate exceptional communication, facilitation, and team-building abilities. 
  • Strong verbal, written, and diplomatic communication abilities in the English language. 
  • Superb abilities in managing a team, coordinating their efforts, communicating with others, and leading others. 
  • Capable of clearly and successfully conveying technical information to colleagues with varying levels of expertise, both formally through presentations and informally through discussion; strong linguistic and quantitative abilities are also required. 
  • Ability to collect, sort, analyze, and understand data, as well as communicate results effectively in writing and verbally, is required. Proficiency in developing and delivering briefings and reports is required. You must be able to build and maintain a diverse network of connections at the community, district, and government levels, and you must be proficient in Microsoft Office applications. 
  • An essential quality is good judgment accompanied by an air of maturity and professionalism. 
  • Competence in working under time constraints to complete projects or prepare for events. 
  • Capability to collaborate on other cross-cutting concerns that oversee Tanzanian development projects. 
  • Standard keyboarding skills are also necessary, as are advanced numerical abilities for both aggregate and individual-level data.
