JOB TITLE: Monitoring and Evaluation Manager

The Tanzanian chapter of SOS Children's Villages is part of a larger network of 135 worldwide centers that provide emergency shelter, education, and other services to children in situations where they are without a parent or guardian. Supporting local families through family strengthening programs and providing alternative care support are our two primary areas of strategic intervention.  Job Description
 Leading the quality assurance system within SOS Children's Village Programs is the responsibility of the Monitoring and Evaluation Manager. This includes developing, implementing, and administering monitoring systems, as well as taking the lead in project assessments, baseline surveys, and CRSA for new initiatives. This position's responsibilities include tracking the program's progress, finding ways to make it better, and checking that outcomes live up to expectations. Supervising staff in data collection and analysis through PDB2 and ProDIGI, conducting database analyses to understand program performance, and generating reliable, evidence-based reports are all responsibilities of the Monitoring and Evaluation Manager. They will also provide technical expertise and strategic leadership for all learning activities related to monitoring and evaluation. In addition to overseeing report compliance for donors, the manager is responsible for leading annual planning meetings and conducting program evaluations.

 

 Important Duties
 • Align with the MEL Plan, M&E field tools, and relevant papers to develop and implement procedures and methodology for consistent data collection and management.
• Keep an eye on data gathering and analysis to determine how the project or program has fared, and share the results with the team so they can keep learning.
 • Ensure compliance with donor requirements by leading the timely examination, submission, and strategic presentation of reports to authorities on a regular basis, including semiannual, annual, and other reports. Guide in-depth evaluations of programs and projects on a quarterly and semiannual basis, producing informative reports to promote well-informed decision-making and ongoing enhancement.
 Keep tabs on strategy indicators, evaluate them, and write down what works and what doesn't so you can apply it to your projects.
• Educate project team members on their roles in updating and monitoring databases, creating success stories, and conducting evaluations.
• Establish policies and procedures for important milestones and oversee daily monitoring, evaluation, and reporting on the project or program.
• Raise awareness amongst upper management of the national office's, projects', and programs' progress on a monthly and quarterly basis through the development and implementation of a monitoring system.
Review the strategies for quality monitoring and assessment in program and project designs, offering comments and technical help as required.
• Oversee and take part in field evaluations, making sure all data is properly analyzed and reported.
 Facilitate the design, monitoring, and evaluation of grant-funded initiatives and projects in accordance with donor standards and SOS Children's Villages DME policy.
• Plan a training and capacity-building initiative to enhance program and project assessment, monitoring, and design skills.
 • Help senior management find and implement best practices, document and share lessons learned within SOS Children's Villages, and find research opportunities based on strategic directions.
 • Create methods for gathering data, brief employees on their responsibilities, and push for the implementation of database systems and related technology.
 Research possibilities should be identified in conjunction with program staff in light of strategic directions.
 • Communicate with upper management, making sure they are aware of how evaluation results affect the creation and enhancement of policies and programs.
• Keep tabs on the project's actions, outputs, impacts, and development toward targets.

Competencies, Knowledge, Abilities, and Qualifications: • A bachelor's degree in a similar discipline, such as project management or monitoring and evaluation, or a comparable field. Having a master's degree gives you an extra edge.
 • Skilled with data analysis and office software.
• Six years of relevant experience in monitoring and evaluation, preferably in the areas of gender, adolescent programming, sexual and reproductive health and rights, or a similar topic.
• Proven track record of validating, verifying relevance, and developing data-gathering technologies and managing program databases.
A deep familiarity with donor compliance regulations, as well as a mastery of outcome-based reporting, are essential qualifications for this position.
• Skill in using Excel, Word, and PowerPoint, as well as other Microsoft Office applications.
 • Proficient in Swahili and English.
