The Vice President’s Office, in partnership with UNEP, UNHCR, the Kigoma Regional Secretariat, NEMC, and TFS, is excited to announce the “Building Climate Resilience in Kigoma Region” project. Funded by the Green Climate Fund (GCF) through UNEP, this project addresses climate change impacts in Kigoma.
This initiative runs from 2024 to 2028 and focuses on Kasulu, Kibondo, and Kakonko districts in Kigoma. Its goal? Strengthening community resilience through sustainable land management, conserving natural resources, and promoting climate-smart agriculture.

Position: Procurement Officer
- Job Type: Full-time
- Project: Building Climate Resilience in Kigoma (GCF FP218)
- Contract: 1-year, renewable for up to 5 years
- Start Date: December 2024

Role Objective
As the Procurement Officer, you’ll lead the project’s procurement efforts, ensuring everything aligns with UN Procurement Procedures and the Project Cooperation Agreement. You’ll work closely with the Project Manager, partners, and finance team to integrate procurement plans and reports seamlessly.
What You’ll Do
Procurement Planning
- Create and update procurement plans for hiring contractors, consultants, and suppliers.
- Maintain proper procurement records and set up a monitoring system.
- Ensure procurement documents are processed efficiently with UNEP.
Consultant Selection
- Draft expressions of interest and advertise them effectively.
- Prepare RFQs and RFPs, assist in proposal evaluations, and support contract negotiations.
- Obtain UNEP approvals promptly.
Goods and Works Procurement
- Prepare bid documents and assist in advertising.
- Support bid evaluations and ensure UNEP clears contracts quickly.
- Keep accurate financial records for all procurement activities.
Advisory Services
- Ensure all procedures follow UN Procurement Policies.
- Provide guidance to the Project Manager for sound procurement decisions.
Compliance is Key
- Follow UN policies, including anti-fraud, anti-corruption, and harassment frameworks.
- Adhere to the GCF Policy on Prohibited Practices.
- Implement all activities per the Project Cooperation Agreement.
What We’re Looking For
Education
- Bachelor’s degree in Procurement or Supply Chain Management.
- CPSP (T) Certified Procurement and Supplies Professional registration.
Experience
- 5+ years in Contract/Procurement Management, especially handling RFPs over $100,000.
- Proven expertise in multilateral or bilateral project procurement.
- Certification in CIPS, IFPSM, or PMI is an added advantage.
Skills
- Fluent in English and Kiswahili.
- Strong integrity, attention to detail, and excellent time management skills.
Salary
Compensation follows project-specific procedures.
