Why This Role Matters
The availability of medicines and health supplies is crucial for delivering quality healthcare. Yet, many developing nations, including Zanzibar, face frequent shortages that disrupt services and inflate costs.
For Zanzibar, over half of the health budget in 2022/23 was allocated to public procurement. However, budget credibility was low, with only a fraction of the funds utilized. This led to:
- 66% stockouts of essential medicines.
- Substandard equipment deliveries.
- Increased emergency procurement costs.
Recognizing these challenges, UNICEF and Zanzibar’s Ministry of Health conducted a detailed review to address inefficiencies and improve health procurement.
The Role of a Procurement Consultant
UNICEF is hiring a Procurement Consultant to help transform health procurement in Zanzibar. You’ll be embedded within the Central Medical Stores Agency (CMS) to implement solutions, strengthen processes, and ensure that health commodities are available when needed.
As part of this role, you’ll collaborate closely with key stakeholders, including:
- Ministry of Health (MOH)
- President’s Office of Finance and Planning
- Zanzibar Public Procurement and Disposal Authority
Key Responsibilities Include:
- Project Planning: Develop and manage action plans to address procurement inefficiencies.
- Stakeholder Coordination: Work with various government bodies and partners to align activities.
- Monitoring & Reporting: Track progress, identify risks, and share updates with relevant committees.
- Capacity Building: Conduct training to improve procurement practices.
Deliverables and Payment Schedule
Key Deliverables:
- Implementation Plan: Detailed roadmap for addressing challenges (8%).
- Training Materials: Guides and job aides for improved procurement (8%).
- Revised Procurement Act: Recommendations to enhance policies (8%).
- Sourcing Strategy: Detailed plan for drug and medical supply procurement (8%).
- Bidding Documents: Standard templates for pharmaceutical and equipment procurement (8%).
- Procurement Planning: Multi-year procurement plan to avoid stockouts (8%).
- Quantification Tools: Accurate drug supply projections to inform budgets (9%).
- Performance Audits: Reports on procurement efficiency and areas for improvement (9%).
- Contract Management Teams: Implementation report on new teams (9%).
- Final Project Report: Summary of outcomes, lessons, and recommendations (9%).
Payments will be based on satisfactory performance and timely submission of deliverables.
Qualifications
To qualify, you need:
- A degree in Public Procurement, Supply Chain Management, Project Management, or a related field (Master’s degree preferred).
- At least 8 years of experience in health procurement, supply chain management, or public administration.
- Strong skills in project management and stakeholder engagement.
