The Voucher Examiner plays a key role in the financial management team at USAID Tanzania. This position involves managing and processing a large number of financial transactions for various USAID projects, making sure everything is in order before payment. With a portfolio over $370 million, the office handles more than 3,000 vouchers annually, so attention to detail and organization is essential.
You’ll be working under the Supervisory Voucher Examiner, and your job will be to review, verify, and process payment vouchers for USAID’s long-term technical programs, contractors, and employee allowances. You’ll also work with Phoenix, the financial management system, to keep everything updated.
Duties Include:
- Auditing invoices for long-term USAID projects.
- Ensuring payments align with contracts, budgets, and U.S./Tanzanian laws.
- Tracking advances and liquidations for local partners and USAID staff.
- Handling payment processes in the Phoenix system.
- Helping contractors and staff with payment queries and documentation.
- Managing travel vouchers and supporting employees using the E2 travel system.
- Providing backup support for payroll and other financial processes.

Responsibilities Breakdown
1. Auditing and Examining Invoices (40%)
You’ll be responsible for reviewing financial transactions for USAID projects. These involve millions of dollars and require close attention to detail. You’ll ensure that claims match contract agreements, check for correct use of indirect costs, and make sure all necessary documents are in place. Additionally, you’ll verify that all payments comply with both U.S. and Tanzanian regulations.
2. Processing Payments in Phoenix (15%)
Your job involves entering data into Phoenix, USAID’s financial management system. This system helps you track funds, ensure everything balances, and process disbursements. You’ll also use it to generate reports and make sure that everything is accurate.
3. Verifying Payment Details (15%)
Before anything gets paid, you’ll double-check with the accounting team to confirm that there are enough funds and that the payment is legitimate. If something doesn’t add up, you’ll work with the vendor or employee to clear things up.
4. Contractor and Grantee Support (10%)
You’ll assist USAID contractors and grantees with their payment requests, making sure they have all the right paperwork. You’ll also review disbursement reports and make sure everything matches up. Clear communication is key here to prevent misunderstandings.
5. Handling Travel Vouchers (10%)
You’ll help USAID employees with travel expenses, reviewing their vouchers and handling any issues that arise with the E2 travel system. Additionally, you’ll ensure any advances are paid back in a timely manner and keep track of Declining Balance Cards (DBC) for travelers.
6. Administrative Support (10%)
In addition to your core duties, you’ll provide general financial support across the office. This might involve helping with accounts payable, posting vouchers, or training other staff on USAID’s financial policies.

You’ll work under the Supervisory Voucher Examiner but will collaborate with different members of the financial team.
