Who We Are

The East African Crude Oil Pipeline (EACOP) project is a major development between Uganda and Tanzania. It includes a nearshore Marine Storage and Export Terminal (IMSTI). Once completed, EACOP will operate a 1,443 km long, electrically heated pipeline transporting crude oil from Kabaale-Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania, for export to global markets.

Project Engineer Role

As a Project Engineer, you’ll be working under the Maintenance & Inspection Methods Engineer at the Tanga back-office. Your key responsibility will be managing project modifications during the operational phase. You’ll be handling technical study requests and data updates, as well as traveling to remote sites to coordinate project planning, execution, and handover.

Duties and Responsibilities

  • Oversee the entire project cycle: from engineering and design to quality control, installation, and budget management.
  • Participate in Hazop studies.
  • Prepare proposals for operational improvements.
  • Initiate, plan, execute, and close projects or modifications.
  • Coordinate project workflows and ensure compliance with company needs.
  • Work closely with the Engineering Maintenance Team and contractors to ensure smooth project execution.
  • Manage the preparation and implementation of strategic projects and equipment modifications, keeping in line with EACOP standards.
  • Draft method statements for all proposed improvements.

Main Responsibilities

  • Review cost estimates from vendors and consultants.
  • Ensure projects stay on budget.
  • Perform quality control checks and regularly report project status.
  • Plan project resources and subcontracting.
  • Review engineering deliverables and take corrective actions where needed.
  • Identify and mitigate project risks.
  • Implement document control procedures for efficient information management.
  • Assist with design verifications and sign off on progress reports.
  • Maintain high safety and housekeeping standards during project execution.
  • Prepare TORs and BOQs for contractor procurement.
  • Handle special projects and continuously contribute to operational improvements.
  • Write and present progress reports to management.
  • Assist in preparing the annual budget for relevant projects.
  • Solve project-related issues through root cause analysis.
  • Ensure compliance with health, safety, environmental, and security policies.
  • Manage the EACOP technical master database, including documents and drawings.
  • Oversee engineering service contractors.
  • Ensure compliance with regulatory standards and codes.

Health, Safety, and Environmental Responsibilities

EACOP takes worker safety, community welfare, and environmental protection seriously. As a Project Engineer, you will:

  • Actively promote health and safety within the workplace.
  • Be vigilant about unsafe conditions and communicate concerns to management.
  • Maintain a clean and safe workspace.

Qualifications and Experience Required

Education:

  • Bachelor’s degree in engineering (Mechanical, Electrical, Civil, etc.).
  • A Master’s degree in Engineering Management (MEM) is a plus.

Experience:

  • Minimum of 5 years in Oil & Gas or a similar field.
  • Proficient in MS Office and Microsoft Project.
  • Registered Professional Engineer with Tanzania’s ERB.
  • PMP certification is advantageous.
  • Experience in live plant environments and knowledge of mechanical, piping, and pre-commissioning activities.
  • Excellent communication and project reporting skills.
  • Problem-solving abilities and fluency in English.
