Who We Are

The East African Crude Oil Pipeline (EACOP) project is a major development spanning Uganda and Tanzania. This project involves a nearshore Marine Storage and Export Terminal (MST). When complete, EACOP will operate a 1,443 km long, electrically heated crude oil export pipeline. The pipeline will transport oil from Kabaale-Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to global markets.

Job Dimensions / General Job Description

The Metering Engineer, reporting to the Instrument and Control Engineer for MST Tanga (back office), will oversee metering maintenance at PS1, MST, PS4, and PS5. This role involves frequent travel, mainly to PS1, and managing all metering systems. The Metering Engineer will handle maintenance for various types of equipment, including:

  • Export Flowmeters and related control systems
  • Feeder metering packages at PS1
  • PS4, 5, and MST metering packages for CRO Genset
  • All metering and measuring instruments

Duties & Responsibilities

  • Oversee flowmeter maintenance and ensure everything runs smoothly.
  • Maintain fiscal metering systems to keep accuracy and meet local standards.
  • Repair any breakdowns in flow meters and related systems.
  • Coordinate with customers and be proactive in improving accuracy and reliability.
  • Provide help during any metering system issues and perform system validation.
  • Troubleshoot problems in the crude oil metering system and take corrective action.
  • Ensure metering calibration test equipment is accurate.
  • Respond promptly to plant emergencies.
  • Keep the workplace safe and clean, always practicing good housekeeping.
  • Write and update Standard Operating Procedures (SOPs) for metering systems.
  • Work closely with the Instrument and Control Maintenance team to assist with flow rate calculations.
  • Offer advice to laboratory staff on improving measurement accuracy.
  • Help install modifications and new metering equipment.
  • Prepare TORs and BOQs for outsourcing maintenance services or equipment.
  • Maintain the integrity of all flow meters and calibration equipment.
  • Work with vendors and contractors to ensure reliable calibration services.
  • Assist in preparing the annual budget for the metering unit.
  • Prepare maintenance reports and keep track of related activities.
  • Review maintenance plans, spare inventory, and other tools for metering.
  • Actively participate in all aspects of EACOP Pipeline Metering Operations.
  • Prepare work packs and test reports after completing jobs.
  • Supervise flow meter calibrations and ensure they meet manufacturer specifications.

Qualifications / Experience Required

Academic Qualifications:

  • BSc. in Electrical, Instrumentation, Electronics, or equivalent from a recognized institution.

Experience:

  • At least 5 years of experience in the Oil & Gas industry, or relevant experience in a similar role.
  • Additional certifications in Flow Measuring and Metering Equipment/Instrument Maintenance are a plus.
  • Proficiency in written and spoken English.
  • ERB Registration as a Professional Engineer.
  • Good knowledge of MS Office.
