Position: District Program Lead – HJFMRI

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization focused on advancing military medicine. We help military, medical, academic, and government clients manage and support top scientific programs benefiting both armed forces members and civilians. Since 1983, HJF has connected the military medical community with federal and private partners. HJF’s support helps military medical researchers and clinicians keep their focus on scientific goals and achieve research success.

This role supports the HJFMRI Tanzania program.

Responsibilities

The District Program Lead oversees the HJFMRI Tanzania PEPFAR HIV Program in the district council, following the PEPFAR Country Operational Plan, Tanzania Ministry of Health guidelines, HJFMRI policies, SOPs, and donor regulations.

  • Coordinate supportive supervision, mentorship, and coaching for clinical aspects.
  • Help develop and implement plans to address gaps in health facilities across all technical areas.
  • Identify capability gaps among staff at SHL Program-supported facilities and create capacity-building programs to improve HIV/AIDS service delivery.
  • Plan and implement initiatives to meet goals set by HJFMRI Tanzania, including basic M&E activities to monitor HIV care and treatment programs.

The position is based in Mbeya and reports to the Regional Program Manager for the Mbeya region.

  • Manage daily implementation of the HJFMRI Tanzania PEPFAR HIV Program, following guidelines and regulations.
  • Develop annual work plans and objectives for district programs, considering organizational needs and priorities.
  • Oversee the execution of HIV programs, ensuring resources, timelines, and budgets are properly allocated and used.
  • Monitor performance progress to assess effectiveness and adjust as needed. Collaborate with the M&E team to ensure M&E tools are available and used correctly for data recording and reporting.
  • Coordinate regular program review meetings for facilities and communities at the district level.
  • Ensure CHMT and facility staff establish CQI teams to identify service delivery challenges and improve based on tested interventions, including forming HIV care multi-disciplinary teams.
  • Work with CHMT and facilities to determine clinical, infrastructure, and human resource needs for quality HIV care and treatment.
  • Share and ensure ownership of program targets among council authorities and facilities, striving to achieve targets by year-end.
  • Coordinate and support the availability of HIV commodities through HJFMRI gap fillings and collaborations with CHMT, SCMS, and MSD.
  • Collaborate with CHMTs to implement and monitor HTS, linkage, integrated HIV care, RCH/PMTCT activities, early infant diagnosis (EID), TB/HIV collaborative activities, PrEP services, GBV, VMMC, and CECAP services, ensuring adherence to national guidelines.
  • Enhance healthcare workers’ capabilities through regular supportive supervision, mentorship, and technical assistance visits at HJFMRI-supported facilities, aligned with program objectives and MoH guidelines in cooperation with CHMTs and RHMTs.
  • Work with the Regional Program Manager, Community Program Coordinators, and Senior Technical Advisors to create action plans for gaps identified in the HIV/AIDS continuum of care during supervision, overseeing the implementation and follow-up of these plans.
  • Collaborate with the District Data Manager and CHMT to ensure proper documentation and reporting of indicators, addressing underperformance in the district timely.
  • Facilitate Quality Improvement initiatives with facility QI teams for sustainable performance enhancement.
  • Work with the District Pharmacist, District Lab Technologist, and HJFMRI Supply Chain Management team to ensure uninterrupted availability of HIV commodities at all district levels.
  • Perform other duties as assigned by the supervisor to achieve the position’s objectives.

Education and Experience

  • Doctor of Medicine (MD) degree required.
  • Postgraduate training in public health, internal medicine, or infectious diseases preferred.
  • At least five (5) years of relevant experience in HIV/AIDS clinical and prevention care programs in Africa.
  • Preferred experience with PEPFAR (DoD, USAID, or CDC) and working with international NGOs in diverse settings.

Required Knowledge, Skills, and Abilities

  • Strong understanding of health policies governing the HIV sector in Tanzania and knowledge of the health system from national to district levels.
  • Ability to write technical documents (proposals and reports) clearly and concisely.
  • Analytical, problem-solving, and exceptional organizational skills.
  • Willingness to travel up to 70% of the time to SHL Program-supported health facilities to fulfill the position’s objectives.

Work Environment

This position is primarily office-based.

Employment with HJF depends on successfully completing a background check, which may include contacting professional references, verifying previous employment, education, and credentials, performing a criminal background check, and possibly a DMV check. Any qualifications considered equivalent require prior approval from the Chief Human Resources Officer.
