Background 

The Civic Social Protection Foundation (CSP) is an individual membership organization drawn from different parts of Tanzania that has joined its efforts to fight for equity and equality among all citizens of Tanzania regardless of their social and economic status.

 

CSP envisions a community that enjoys their rights and social wellbeing in Tanzania" and aspires to attain its vision through "preventing, managing, and overcoming situations that adversely affect people's wellbeing in Tanzania". 

The Civic Social Protection Foundation (CSP), in partnership with Vi Agroforestry Tanzania, is implementing a three-year program with the aim of ‘improving smallholder farmer families food and nutrition security, sustainable livelihoods, gender equality, and resilience while enhancing biodiversity conservation and climate change mitigation’.

This objective will be realized through a focus on the following key result areas:

  • Stronger farmer organizations
  • Sustainable agriculture and resilient livelihoods
  • Resilience building through climate change mitigation, adaptation, and biodiversity conservation
  • Food and Nutrition Security and
  •  Advocacy 

Therefore, in the partnership, CSP is designated to support the program as a "technical partner" who will provide technical capacity to other technical and core partners in Advocacy key results/components contribute towards "improving smallholder farmers families food and nutrition security, sustainable livelihoods, gender equality, and resilience while enhancing biodiversity conservation and climate change mitigation". CSP will support partners located in Mara region (Bunda DC, Bunda TC, Tarime, Butiama, and Serengeti District Councils), Kagera region (Karagwe district council), Dodoma region (Kondoa district council), Mtwara region (Masasi, Mtwara DC, and Nanyumbu), and Lindi region (Lindi DC).

The designed policy intervention, among others, is expected to focus on the following policy and strategic areas: 1) Revitalize the review process of National Agriculture Policy 2013; 2) Create awareness among core partners about the National Climate Change Response Strategy (2021) and guide their role in its implementation; 3) Be a driver and participate in the process towards ratification of the Tanzanian National Agroforestry Policy, which has been pioneered by Vi Agroforestry; 4) To influence the development of a new phase II of the National Biodiversity Strategy and Action Plan, which ended in 2021.

Hence, to achieve the above results, CSP would like to fill the following vacant position in its office located in Bababi town:

Position: Program Officer, Advocacy

Duties and responsibilities

The Advocacy Program officer will perform the following specific duties:

  • Facilitate quality information generation from smallholder farmers on agroforestry practices and biodiversity conservation and restoration and share it with policymakers and decision-makers at the local, national, regional, and international levels.
  • Facilitate the formation of strong platforms for advocating for smallholder farmers policies and concerns at local, national, and regional levels and manage their operationalization.
  • Facilitate the formation and routine operationalization of high-level platforms for political champions on issues related to agroforestry, food security, climate change adaptation, mitigation, and resilience, and conservation of biodiversity.
  • Ensure agroforestry interventions are integrated into districts and sectoral plans and budgets. ∙ Conduct regular budget analysis and advocacy for responsible councils, ministries, and departments for increased budget allocation for agroforestry practices and sustainable agriculture land management.
  • To capacitate ASILI B technical and core partners on budget and policy advocacy engagements with policy and decision-makers.
  • To ensure increased capacity of smallholder farmers and partners in monitoring public resource allocation and spending at council and community levels.
  • To facilitate the increased capacity of women and youth smallholder farmers to hold the state accountable on matters regarding agroforestry, food security, climate change adaptation, mitigation and resilience, and biodiversity conservation.

Key qualifications, skills, and experience

  • A university degree, preferably in policy development, project management, economics, research, or any other related field from a reputable university
  • At least 3 years’ experience in the areas of policy analysis, budget analysis, and policy advocacy
  • Experience in facilitating high-level policy and decision-makers and government leaders at local and national levels
  • Skills and strong competence in facilitation, training, moderation, and organization. ∙ Strong and good experience in report writing, particularly policy briefs and budget briefs. ∙ Experience working with partner CSOs, farmers, and local governments will be an added advantage.
  • Proven ICT skills and experience, especially in the development of MIS software and tools for data collection and analysis;
  • Fluency in written and spoken Swahili and English

The duty station will be based in Babati town, Manyara region, but with extensive travel to the project areas.

Renumeration:
